Jacobo Pastor García Villarreal

Senior Policy Specialist on Public Integrity and Public Procurement at the Organisation for Economic Co-operation and Development (OECD)

His work focuses on providing policy advice and conducting studies and developing recommendations in these areas for OECD member and partner countries, including Argentina, Brazil, Colombia, Costa Rica, Chile, Hungary, the Slovak Republic, Malta, Mexico, Peru, and the United States. Previously, he served as a Specialist in the OECD Regulatory Policy Division in Paris, France.

Throughout his professional career, he has served as Chief Advisor to the Governor of Coahuila, Mexico, and as Advisor to the Secretary of Public Administration of the Federal Government, among other positions at the Ministry of Social Development of the State of Coahuila and Mexico’s Federal Ministry of Economy.

He has participated in economic research projects in the Asia-Pacific region and South America, as well as in courses offered by various institutions, including the World Bank Institute, El Colegio de México, and Saint Mary’s University of Minnesota. He has also written numerous articles for Confluencia XXI magazine and the newspapers El Economista, El Zócalo de Monclova, and La Voz de Coahuila. In addition, he has been a speaker at numerous conferences on public integrity, regulatory reform, public procurement, good governance, and competitiveness.

In August 2015, the Congress of the State of Coahuila de Zaragoza awarded him the distinction of Distinguished Citizen. He is also a certified assessor for the Methodology for Assessing Procurement Systems (MAPS).

He holds a Bachelor’s degree in International Relations from the Monterrey Institute of Technology and Higher Education (ITESM), a Master’s degree in Public Management from Carnegie Mellon University in Pittsburgh, United States, and a Master’s degree in Public Administration from Harvard University, with specializations in Macroeconomics and Negotiation and Conflict Resolution.
