Carlos is an industrial engineer and electrical engineer with a Master’s degree in Scientific Management and nearly twenty years of experience in strengthening public procurement systems. He has worked as a consultant for multilateral organizations, including the Inter-American Development Bank (IDB), the World Bank, and the Organization of American States (OAS), on projects involving strategic planning, professionalization, institutional design, performance evaluation, indicator development, and the application of the MAPS methodology.

He has carried out public procurement projects in more than fifteen countries across Latin America and the Caribbean.
