Piergiuseppe Otranto

Senior of Counsel at Deloitte Legal Italy. Professor of Administrative Law at the University of Bari Aldo Moro.

Prof. Otranto holds a Ph.D. in Public Economic Law and is Professor at the University of Bari Aldo Moro, where he teaches Administrative Law, Public Procurement Law, and the Management of Public Bodies and Enterprises. He also serves as the Rector’s Delegate for Institutional Cooperation with Latin America.

He is the author of numerous books, book chapters, and scholarly articles in the field of Administrative Law, with research focusing on urban regeneration, administrative self-review, the circulation of cultural property, internet access, electronic administrative procedures, artificial intelligence in public administration, and public procurement. He has been a speaker at numerous national and international conferences and, in 2018, was awarded the AIPDA Junior Prize by the Italian Association of Administrative Law Professors.

Since 2016, he has directed executive education programs and international summer schools organized by the University of Bari Aldo Moro in cooperation with several Latin American institutions.

In 2020, he was appointed by the Italian Minister for Technological Innovation and Digitalization as a member of the working group responsible for drafting a code of conduct for the implementation of artificial intelligence in the public and private sectors. Subsequently, in 2024, he was appointed by the Italian Ministry of Infrastructure as a member of the technical commission responsible for the reform of the Italian Public Procurement Code.

Throughout his career, he has also served as Legal Advisor to the Cabinet of the Italian Ministry of Economic Development and currently advises several public administrations and state-owned enterprises. Admitted to the Italian Bar since 2001 and qualified to practice before Italy’s highest courts since 2016, he has served as Senior of Counsel at Deloitte Legal Italy since October 2021.
