Marcos Serrano

Director of the Specialization Program in Public Procurement, Austral University

Marcos is a lawyer graduated from the University of Buenos Aires. He holds a Master’s Degree in Administrative Law and a Postgraduate Degree in Advanced Administrative Law from Austral University. He currently serves as Director of the Specialization Program in Public Procurement at Austral University and, until 2025, held the position of Deputy Attorney General of the Treasury of Argentina.

He is a doctoral candidate in the Official Ph.D. Program in Ibero-American Administrative Law at the University of A Coruña and holds a Diploma in Sustainable Public Procurement from the Organization of American States (OAS).

In the institutional sphere, he serves as Vice President of the Center for Research on Administrative Procurement and Economic Regulation (CICARE). He is a member of the Ibero-American Public Procurement Network (REDICOP), an Honorary Member of the Association for Best Practices in Public Procurement (ABPCE), and a member of both the Ibero-American Center for Studies on Public Law and Technology and the Center for Studies on Public Management and Accountability (CGPyR).

He is actively engaged in academia as Associate Professor of Administrative Law at the National University of La Matanza and teaches at Austral University, the School of Government Attorneys, the National University of Tres de Febrero, and the Catholic University of La Plata. He is the author of numerous publications in his field and regularly speaks at national and international conferences on administrative law and public procurement.
