Javier Dávila Pérez

Chief of the Financial Management and Procurement Division, Inter-American Development Bank (IDB)
In his current role, he is responsible for the fiduciary oversight of more than 650 Bank-financed operations across the 26 countries of Latin America and the Caribbean. The team he leads also promotes the adoption of international best practices in financial management and public procurement within the national systems of the IDB’s member countries.

Before joining the IDB, Javier held senior leadership positions in the financial, energy, and public procurement sectors within the Federal Government of Mexico. He has combined his professional career with academic work, serving as a professor at Tecnológico de Monterrey and other leading universities across Latin America. He is also a frequent speaker at international conferences and the author of academic publications on procurement, econometrics, finance, and risk management.

Javier holds a degree in Economics and a Ph.D. in Financial Sciences.
