Ezequiel Cassagne

Partner, Cassagne Abogados – Professor of Administrative Law, University of Buenos Aires

Ezequiel holds a law degree from the University of Buenos Aires and completed postgraduate studies in Administrative Law at Universidad San Pablo CEU in Madrid, Spain, and in Economic Administrative Law at the Pontifical Catholic University of Argentina. He is a Partner at Cassagne Abogados, where for more than twenty years he has advised both public and private sector clients on public law, public procurement, energy, infrastructure, and economic regulation.

His professional practice focuses on the development of major infrastructure projects and on advising national and international companies, combining legal expertise with institutional strategy. He also served as co-drafter of Argentina’s national Public-Private Partnership (PPP) legislation, as well as similar legislation in other jurisdictions.

In academia, he is Professor of Administrative Law at the University of Buenos Aires and also teaches at the Pontifical Catholic University of Argentina and the National University of Lomas de Zamora. He is a visiting professor at several universities abroad and a frequent speaker at conferences in Argentina and internationally.

He is a member of the Institute of Administrative Law of the National Academy of Law and Social Sciences of Buenos Aires, Secretary General of the International Institute of Administrative Law, President of the Institute of Regulatory Law of the Public Bar Association of the Federal Capital, and Director of the Ibero-American Journal of Administrative Law and Economic Regulation. He also served as President of the Ibero-American Association of Regulatory Studies (ASIER) from 2022 to 2025 and currently serves on its Governing Board.

He is the author of numerous publications on Administrative Law and economic regulation and has been recognized by international legal directories, including Best Lawyers, Chambers & Partners, and The Legal 500, for his leadership and expertise in Administrative Law, Public Law, Energy, and Infrastructure.
