Adolfo José Arce Olmedo

Director General of Contract Verification at Paraguay’s National Directorate of Public Procurement

He holds degrees in Law and Notarial Law from Universidad Católica “Nuestra Señora de la Asunción” and a Master’s Degree in Corruption Prevention and Professionalization of Public Procurement from the University of Salamanca. He has also completed specialized training in public procurement and contracting.

He is a career public official with more than 15 years of experience in public procurement. Since 2012, he has served at Paraguay’s National Directorate of Public Procurement, where he currently holds the position of Director General of Contract Verification, focusing particularly on the oversight of public-sector contracts and on improving the effectiveness and efficiency of public procurement.

Throughout his career, he has developed extensive experience in strategic planning, the development of operational procedures, and the drafting of legal and regulatory frameworks, as well as in leading and training professional teams.

He has participated in several international events focused on public procurement, including the Global Public Procurement Marketplace in South Korea, as well as international conferences, congresses, and seminars addressing public procurement, data analysis, and comparative experiences from Latin America and the European Union.
