Isis Burguez

Director of the State Procurement Regulatory Agency of the Oriental Republic of Uruguay

Isis is a Certified Public Accountant who graduated from the University of the Republic (Uruguay). She holds a Latin American Master’s Degree in Public Procurement from Santo Tomás University in Chile and a Master’s Degree in Public Procurement from San Martín University in Argentina. She is currently pursuing a PhD in Administrative Sciences at the National University of La Plata, Argentina.

With 29 years of experience in Public Administration, she has held positions of responsibility in government procurement for more than 20 years. Since March 1, 2025, she has served as Director of the State Procurement Regulatory Agency.

She is an Associate Professor (Grade 4) at the Faculty of Economics and Administration of the University of the Republic, where she coordinates the Academic Unit for Public Sector Administration and Management. She also coordinates two courses: Public Procurement for Development and Institutional Analysis and Public Sector Planning. In addition, she teaches in the postgraduate program in Financial Management of Public Institutions, the Certificate Program in Circular Economy Strategies, and Continuing Education programs.
