Andrea Sundstrand
Associate Professor and a Lecturer at the Law Faculty, Stockholm University
She has been working with public procurement legislation since 1994, with over 25 years in government service. From 1994 to 2005, she served as Senior Legal Adviser at the Swedish National Board for Public Procurement, where she was responsible for the legal framework regarding concessions and the utilities sector. She also handled legal issues related to sponsorships and the scope of Swedish procurement regulations across both the classical and utilities sectors.
She represented Sweden at the Council Working Group meetings in Brussels during the negotiations of the 2004 EU Public Procurement Directives, as part of her work with the Swedish Ministry of Finance. Between 2000 and 2005, she acted as an advisor in several EU-funded Twinning Projects in Slovenia, Slovakia, and Lithuania, focusing on procurement in the utilities sector.
At the international level, she has represented Sweden in a European Commission group drafting technical specifications for e-procurement, and served as a procurement expert in OECD projects in Albania and Croatia. She also contributed to an OECD study on public procurement regulation in EU Member States, particularly concerning contracts below EU thresholds and outside the scope of the directives.
Since 2006, she has been a faculty member at the Stockholm University Law Faculty, where she defended her PhD thesis, “Public Procurement outside the EU Directives,” in May 2012. She currently leads three public procurement law courses at Stockholm University and has received funding for several major research projects in the field. In December 2014, she was appointed Associate Professor of Public Law, and in 2015, she was awarded “Teacher of the Year” by Stockholm University.
In January 2018, Andrea launched the Law Faculty’s first online course, designed for practicing lawyers specializing in public procurement. She is also the founder of UrT Academy, an educational platform offering high-quality online training in public procurement.
She teaches public procurement law at Uppsala University (Sweden), King’s College (London, UK), George Washington University (Washington, USA), and the University of Tartu (Tallinn, Estonia).
She has been training contracting authorities and suppliers on procurement law since 1993 and is the author of several books and numerous articles in the field. In 2014, she founded The Swedish Procurement Law Journal (www.urt.cc), which publishes four issues annually. Andrea also organizes an annual Public Procurement Conference and coordinates a network of over 300 Swedish procurement lawyers, which has been meeting biannually since 2007.
