Paulo Magina

Paulo Magina is Head of the Infrastructure and Public Procurement Division at the Public Governance Directorate of the OECD, which he joined in 2014. In this division, he leads the working groups responsible for establishing and implementing international standards and promoting a global vision and good practices in infrastructure governance and public procurement.

With over 20 years of experience in the public sector, he was a board member and Chief Financial Officer of the Portuguese Shared Services Agency for the Central Government. Previously, he served as President and CEO of Portugal’s National Public Procurement Agency between 2010 and 2012, CFO of the Portuguese National Railways (CP) between 2006 and 2010, and Senior Advisor to the Secretary of State for Transport in the Government of Portugal.

He has also served as an advisor to the European Bank for Reconstruction and Development (EBRD) and the United Nations Commission on International Trade Law (UNCITRAL), supporting regulatory and public policy reforms in the CIS region.

He has over 15 years of experience in the private sector, particularly in the finance, infrastructure, and transport sectors.

Paulo Magina holds a Master’s degree in Business Administration and Management from Católica Business School in Lisbon, was a visiting professor in MBA programs at the same university, and is a guest lecturer on strategic public procurement and sustainability at European universities.
