Jacobo Pastor García Villarreal

Since May 2015, Jacobo Pastor García Villarreal has served as a Senior Specialist in Integrity and Public Procurement Policies at the Organisation for Economic Co-operation and Development (OECD). His work involves providing advice, conducting studies, and making recommendations on these policies in both OECD member and partner countries, including Argentina, Brazil, Colombia, Costa Rica, Chile, Hungary, Slovakia, Malta, Mexico, Peru, and the United States.

Previously, he worked as a Specialist in the Regulatory Policy Division of the OECD in Paris, France. Throughout his professional career, he has held positions such as Chief of Advisors to the Governor of Coahuila, Mexico, and Advisor to the Secretary of Public Administration of the Federal Government, among other roles in the Secretariat of Social Development of the State of Coahuila and the Secretariat of Economy of the Mexican Federal Government. During the summer of 2005, he collaborated as a Research Associate at the United States Council on Competitiveness, supporting a project for the development of the biotechnology industry in Mexico.

In academia, he has been a professor of International Economics at the Autonomous University of Coahuila and the Autonomous University of the State of Hidalgo, Entrepreneurship Development at Tecnológico de Monterrey, and Project Management at the Inter-American Conference on Social Security Studies (CIESS). He has participated in economic research projects in the Asia-Pacific region and South America and has taken courses at various institutions, including the World Bank Institute, El Colegio de México, and Saint Mary’s University of Minnesota.

Additionally, he has authored several articles for Confluencia XXI and newspapers such as El Economista, El Zócalo de Monclova, and La Voz de Coahuila, and has presented at various conferences on public integrity, regulatory improvement, public procurement, good governance, and competitiveness. In August 2015, the Honorable Congress of the State of Coahuila de Zaragoza awarded him the recognition of Distinguished Citizen. He is also a certified evaluator of the Methodology for Assessing Procurement Systems (MAPS).

He holds a Bachelor’s degree in International Relations from the Tecnológico de Monterrey (ITESM), a Master’s degree in Public Management from Carnegie Mellon University (Pittsburgh, USA), and a Master’s degree in Public Administration with a specialization in Macroeconomics and Negotiation and Conflict Resolution from Harvard University.
