Doctor of Law. Full Professor of Public Finance and Tax Law (University of Buenos Aires). Director of the Master’s Program in Tax Law and Financial Law at the University of Buenos Aires. Full Professor of Public Finance in the double degree program in Franco-Argentine Law of the Université Paris 1 Panthéon-Sorbonne and the Universidad del Salvador. Co-director of the Master’s Program “Human Rights, Fiscal Policy and Global Financial Crisis in Europe and America” at the Università degli Studi di Roma, Unitelma Sapienza. Director of the Diploma Program in Legal Philosophy and Judicial Function of the Judicial Training Center and the University of San Isidro. Director of the Center for Studies in Financial Law and Tax Law at the University of Buenos Aires. Director of UBACyT programs. Visiting professor at numerous national and foreign universities.
Author of numerous articles and books, among others, Financial Law (Abeledo Perrot, 1997); The Silent War. Readings in Legal Philosophy (EUDEBA, 2000); Constitutional Budgetary Law (Lexis Nexis, 2007), awarded by the National Academy of Law; The Philosophical Vocation (Adriana Hidalgo, 2009); Right to the City: Political Conquest and Legal Renewal (Jusbaires, 2018), co-authored with Jordi Borja; Financing the Constitution (EUDEBA, 2020). His latest book is Public Finance and the Constitution (Jusbaires, 2025).
He is currently a Magistrate at the Chamber of Appeals in Administrative, Tax and Consumer Relations Matters, and First Vice President of the Council of the Judiciary. He was President of the Council of the Judiciary (2008–2012) and Public Defender General (2014–2021), all within the jurisdiction of the Autonomous City of Buenos Aires.
