Genoveva Ferrero

Secretary for Administration and Budget, Judiciary of the Autonomous City of Buenos Aires

She is a lawyer (Universidad Católica Argentina) and holds a Ph.D. in Economics and Government (Universidad Internacional Menéndez Pelayo, Spain). She earned a Master of Laws (LL.M.) in Government Procurement Law from George Washington University (United States), a Master’s in Crisis, Emergency, and Security Management from Universidad Rey Juan Carlos (Spain), and a Diploma in Public Contracts and Infrastructure from Universidad Austral (Argentina). She has also completed specialized programs in Human Rights Lawyering, Gender, Sexuality, and International Human Rights Law (University of Oxford Faculty of Law, George Washington University Law School, and the Bonavero Institute of Human Rights), as well as postgraduate courses in the Law of the City of Buenos Aires and Administrative Law Institutions (Universidad Católica Argentina).

She currently serves as Secretary of General Administration and Budget of the Judiciary of the City of Buenos Aires (CABA). Her previous positions include Secretary of Administration, Justice, and Operational Support for Security at the Ministry of Justice and Security of CABA; First Vice President of the Magistrates’ Council of the Judiciary of CABA; Secretary General of the Federal Forum of Magistrates’ Councils and Impeachment Juries of Argentina (2023); Secretary of Security Forces Administration at the Ministry of Justice and Security of CABA; and General Director of Supplies of the Metropolitan Police of CABA. She also served as a Legislator in the City of Buenos Aires.

As an academic, she teaches in the Master’s Program in Administrative Law and Public Administration at the University of Buenos Aires (UBA), in the chair of Prof. Carlos Balbín; she also teaches Electronic Public Procurement at UBA’s CPO, and is a teaching assistant in Administrative Law in the chair of Prof. Pablo Gallegos Fedriani (UBA Law School). She teaches Government Accounting and Performance Control at UBA’s Faculty of Economic Sciences; participates in the Diploma in Public Procurement (UNSO, San Isidro); is Director of the Diploma in Disability and Rights at the Judicial Training Center of the Superior Court of CABA; and lectures in the Specialization Program in State, Local and Federal Advocacy (Office of the Attorney General of CABA). She also teaches Constitutional Law and Human Rights in the Public Security degree program and in the Fire Protection Technical Degree at IUSE (CABA).

She is the author of numerous academic and policy publications on public procurement, digital governance, public administration reform, gender policies in security forces, access to justice for people with disabilities, and the ethical use of artificial intelligence in the judiciary.
