Bárbara Fernández Villa

Coordinator of the Specialization in Public Procurement at the School of Law, Universidad Austral

Lawyer (Pontifical Catholic University of Argentina, UCA). She holds an LL.M. in Law from Universidad Austral, where she was awarded the Gold Medal for the highest GPA of her class and the Gold Medal for “Best Final Thesis.” She also earned a Master’s degree in Administrative Law with Honors for outstanding academic performance (Universidad Austral) and is a Specialist in Administrative Contracts (School of the State Attorneys’ Corps, ECAE). Currently, she is a PhD candidate in Ibero-American Administrative Law at the University of La Coruña, Spain.

She serves as Coordinator of the Specialization in Public Procurement at Universidad Austral and teaches at Universidad Austral, Universidad de Buenos Aires (UBA), Universidad Abierta Interamericana, the National Public Procurement Office, and the National Autonomous University of Mexico (UNAM).

She is a member of the staff of the Public Procurement Observatory (OCP Argentina) and the Ibero-American Public Procurement Network (REDICOP). Author of articles and book chapters on public procurement and administrative law, she is also a frequent speaker at national and international conferences.

With over 25 years of experience in the National Public Sector, she has advised various government agencies and state-owned companies. She currently serves as Deputy Secretary of Legal Affairs at the Chief of Cabinet of Ministers of Argentina.
