André Saddy
Professor of Administrative Law at UFF and PUC-Rio.
Topic: “Adoption Of Disruptive Technologies In Brazilian Public Administration: Diagnosis And Prospects”.
He holds a European Doctorate in Current Problems of Administrative Law from the Faculty of Law of the Complutense University of Madrid, supported by the Becas Complutense Predoctorales en España. He completed a Post-Doctorate at the Centre for Socio-Legal Studies of the Faculty of Law of the University of Oxford. He also holds a Master’s degree in Public Administration from the Faculty of Law of the University of Lisbon, funded by the Alßan Programme, the European Union’s High-Level Scholarship Programme for Latin America. Additionally, he earned a postgraduate degree in Public Regulation and Competition from the Centre for Studies in Public Law and Regulation (CEDIPRE) at the Faculty of Law of the University of Coimbra.
He is a Professor of Administrative Law at the Faculty of Law, the Master’s in Constitutional Law, and the Doctorate in Rights, Institutions and Business at the Fluminense Federal University (UFF), as well as in the Department of Law at the Pontifical Catholic University of Rio de Janeiro (PUC-Rio).
He currently serves as Director of Standardisation at the Brazilian Institute of Administrative Law (IBDA), Vice President of the Rio de Janeiro Administrative Law Institute (IDARJ), and President of the Centre for Empirical-Legal Studies (CEEJ). He is the founder and coordinator of the Contemporary Administrative Law Research, Teaching and Extension Group (GDAC), a founding partner at Saddy Advogados, and works as a consultant and legal expert.
